You're saying that no one who pushes carts is smart enough to imagine such a prank (which is scarcely rocket science), ignoring the fact that many people pushing carts are students, often undergrad or graduate college students.

Unless there's some other interpretation of the sentence.....

Okay, so you understood. I'm saying for a drunken/stoned college student, such a prank is relatively easy to pull off. However most of the parking lot attendants I've seen have difficulty zipping their own pants - excepting the students - never mind, many of them have difficulty keeping their pants up as well...
