IMHO it's multi-facated.

On one hand it could be a geunine test. Without such tests there is no real way to see if the system works.

Secondly it's a play that gets them on the world's media stage. Every spotlight is looking at North Korea.

It's also highly political, concidering they 'tested' their rocket on the same day we were making a shuttle launch.

Quid pro quo I guess.
