statistics may lie, but this is not statistics. this is a single equation relating the old cap and the new cap. there are no statistics even being discussed here.
Technically I was comparing the old tax cap of 5 cents (which I can't imagine the rate regularly getting under) to the new tax percent (which I was imagining would be the standard as the cap seemed unreasonably high). My point is valid. My math is correct. For the cigars I was referencing, the results I came to were correct.

As far as statistics, I grant you that they aren't in play here, but number manipulation - a staple of statistics certainly is. I didn't know a better term to use to describe the manipulation of the numbers in question. Here you could be of assistance as your vocabulary greatly exceeds mine - but leave my math alone, it's right.
