When the government starts to suggest, and then finally orders people to start "sharing" theirs works, quality rapidly diminishes. Why give 100%, when people giving 50% get the same rate of pay. In fact, what happens when people who give 100% are actively discouraged to work that hard, since it makes everyone else look bad....this only happens in large bureaucracies.
I know it seems like a nice idea, everyone helping everyone else. But in the case of the government, the people in charge decide who needs more "help". A recent example of this is the "oil-for-bribes" program with Iraq and the U.N.
